A new era of cartographic and 3D modelling principles customized for legislative decision making related to overlapping and underground legal objects

This five-year research program proposes a long-term deployment of 2D and 3D modeling principles to support the production of innovative and modern spatial representations for the visualization of legal objects that are vertically superimposed, often underground, and serve as basis for land tenure systems. Examples of such legal objects are communication cables, gas and oil pipelines and even mining properties. Legal objects are associated rights, responsibilities and restrictions (RRR ) are fiat boundaries, i.e. not observable and deduced from the opinion of an expert; the representation of their geometry is consequently distinctive compared to physical objects. In order to ensure 3D data availability, the fist objective is to improve data exchange and interoperability by proposing customized data integration procedures and semantic modeling adapted to land tenure systems. Standards like CityGML, IFC-BIM, or ISO-Land Administration Domain Model are certainly of interest to progress towards multiusers databases.
The second objective is to demonstrate the value-added of using 2D and 3D spatial representations and GeoIT to help decision-making regarding the presence, geometry and relationships of overlapping and underground legal objects in order to better and more safely establish the RRR. Identified end-users include notaries, land surveyors and owner corporations. An initial investigation of augmented reality 3D visualization will be carried out in this part.
The third objective is to develop modeling and cartographic design principles to produce 3D models or maps adapted to land tenure representation requirements (which differ from engineering fields). It will take into consideration end-user requirements, the domain context and existing specifications and practices in related professions like civil engineering, geology or urban planning.
